ECLIPSE 

2020-2021


​Excellence from Coaching in Literacy for Special Education (ECLIPSE)


ECLIPSE is a New Mexico Public Education Department, Special Education Division Program that addresses the ​State Performance Plan (SPP) Indicator 17, Results Driven Accountability (RDA) program administered by the Special Education Division of the New Mexico Public Education Department. The purpose of Indicator 17 is to improve academic results for children with disabilities in grades Kindergarten through third grade. The Indicator 17 program is characterized in its name Excellence from Coaching in Literacy for Intensive Preparation in Special Education (ECLIPSE).
 
Indicator 17 is a federal component of the IDEA B under General Supervision. Indicator 17 is a results driven accountability requirement that applies to all Local Education Agencies (LEAs), including all schools with grades Kindergarten through third. Starting this year (school year 2020-2021), Indicator 17 requirements will be measured for all LEAs. Direct support will be provided to select LEAs in the form of technical assistance and professional development. There is no application necessary.  

Indicator 17 places an emphasis on measuring performance results that will be integrated into the State’s annual determination process and will utilize differentiated monitoring, a form of performance monitoring that evaluates risk factors to support LEAs in producing improved outcomes.  These components of the restructure are in line with the Office of Special Education Programs’ (OSEP) revised accountability system, which shifted from a system focused primarily on compliance to one that places emphasis on producing positive results for students with disabilities

CORE ​will provide:

  •  onsite/virtual hybrid instructional coaching 2 days per month (14 hours per month). 
  • 4 regional trainings for Support Implementation Partners (SIPs); and ongoing support for SIPs.
  • 6 webinars addressing special education and intensive reading/literacy topics

Partnerships in ECLIPSE

The Special Education Division will support your K-3 special education and general education teachers, through several partnering entities. Below are brief descriptions of how we will

Regional Educational Cooperative 6 will provide: onsite school visits and technical assistance visits.

Regional Educational Cooperative 7 will provide: parent trainings (virtual or in person) and train the trainer training events.

Regional Educational Cooperative 9 will provide: Positive Behavior Intervention Supports (PBIS) development for schools.
